Combined Masterplan of Seaports
Port Masterplans for the seaports of Teluk Bayor and Cirebon comprising:
Rehabilitation and relief measures for meeting the most urgent requirements of the period before the completion of the first construction stage. First construction stage extension designed to meet, together with the rehabilitation and relief measures, the short and medium-term handling requirements. Second construction stage extension representing the last stage of the long-term development concepts oft he two ports.
Based on the physical conditions (waves, subsoil, topography, etc.), the infrastructural connections, and navigational and operational aspects both labour intensive and mechanized cargo handling concepts were alternatively developed and evaluated.

Project Activities
The tasks pertaining to Economics and Development Planning were as follows:
- Delineation of area of influence of each port
- Assessment of the socio-economic potential of the areas of influence and their development trends
- Forecast of cargo volumes broken down by commodity groups and origin-destination
- Forecast of passenger traffic
- Cost-benefit analysis of the proposed alternative programmes
- Financial evaluation (profitability and cash flowanalysis)
- Identification of the optimum solution
